摘要
新时代容错纠错体制机制是释放党员干部干事热情、落实激励效应的重要制度设计。经过多年的试点探索,容错纠错体制机制已然成为促进干部担当作为、保护干部奋进创新、有效应对改革风险、助推中国式现代化建设的重要战略举措。然而,各地政府对“容错纠错”的理解把握存在偏差,容错纠错体制机制面临着党员干部申请动力偏弱、监督机关问责压力偏硬、群众支持免责力度偏虚等现实困难。法治层面上明确容错界限、规范纠错程序、优化评价体系,德治层面上建构容错文化、营造宽松实践氛围,是破解容错纠错窘境的“金钥匙”,也是实现国家治理现代化的内在要求。
The error-tolerance and error-correcting mechanism in the new era is an important system design to release the enthusiasm and incentive effect of the Party members and cadres.After years of pilot exploration,the error-tolerance and error-correcting system and mechanism have become an important strategic measure to promote the responsibility of cadres,protect cadres'striving and innovation,effectively cope with reform risks,and promote Chinese-style modernization.However,local governments'understanding and grasp of“error tolerance and correction”are biased,and the system and mechanism of error tolerance and correcting are faced with realistic difficulties such as weak motivation for Party members and cadres to apply,hard pressure for accountability of supervisory organs,and weak public support for exemption from liability.At the level of rule of law,clarifying error-tolerance boundaries,standardizing error correction procedures,optimizing the evaluation system,and at the morality level,constructing an error-tolerance culture and creating a relaxed atmosphere are the golden keys to solve the dilemma of error tolerance and error correcting,and are also the internal requirements for realizing the modernization of national governance.
