细化落实主体功能区战略和制度建设:福建实践与思考

Refining and Implementing the Strategy and Institution Building of Main Functional Areas:Practices and Reflections of Fujian Province

主体功能区建设是科学国土空间开发,优化资源要素配置,促进区域协调可持续发展的重要理论指导和实践引领。自2012年福建省印发《福建省主体功能区规划》以来,福建省充分落实党中央、国务院所作出的重大战略部署,以主体功能区理论引领全省战略规划布局,有效促进了福建省经济社会发展,但同时在制度建设、实施路径、发挥引领和支点作用等方面仍存在不足。为此,本文以福建省国土空间规划实践为基础,详细总结了福建省主体功能区规划落实的基本情况,归纳了发展过程中存在的不足之处,并以问题导向给出了主体功能区战略的优化路径,以期推动福建省形成更高质量更有效率更可持续的空间发展模式,也为其他地区主体功能区战略的细化落实提供基础理论支持。

The construction of main functional areas is important theoretical guidance and practical lead for the scientific spatial development of the national territory,optimizing the allocation of resource elements and promoting coordinated and sustainable regional development.Since the issuance of Fujian Provincial Main Functional Areas Plan in 2012,Fujian Province has fully implemented the major strategic plan made by the CPC Central Committee and the State Council and has effectively promoted the economic and social development of Fujian Province by leading the province's strategic planning layout with the theory of Main Functional Areas,but at the same time,there are still deficiencies in the construction of the system,the path of implementation,and the role of the leading and pivot point,and other aspects.In this paper,based on the practice of land spatial planning in Fujian Province,we summarize the basic situation of the implementation of the main functional area planning in Fujian Province,summarize the deficiencies in the development process,and give the optimization path of the main functional area strategy in a problem-oriented way,to promote the formation of a higher-quality,more efficient and more sustainable spatial development model in Fujian Province,and providing basic theoretical support for the refinement and implementation of the main functional area strategy in other regions.It also provides basic theoretical support for the detailed implementation of the main functional area strategy in other regions.
