实景三维中国建设是按照《数字中国建设整体布局规划》总体部署下的重点工作,而在规划编制、管理领域全面开展二三维一体化,是推进国土空间全域全要素数字化和信息化的创新手段。本文立足于国土空间详细规划从二维到三维上的转换,结合福清市探索与实践,尝试构建具体转换路径,以期实现各类管控要素的精准落地,为推进治理能力现代化提供样本。

Realistic 3D China construction is a key task under the overall deployment of the"Digital China Construction Overall Layout Plan",and the comprehensive implementation of 2D and 3D integration in the planning and management fields is an innovative means to promote the digitization and informatization of all elements of national land and space.This article is based on the transformation of detailed planning from 2D to 3D,combined with the exploration and practice of Fuqing City,attempting to construct a specific transformation path to achieve the precise landing of various control elements and provide a sample for promoting the modernization of governance capabilities.
