澜湄合作机制下中越的水资源合作探析

On Water Resources Cooperation between China and Vietnam under the Lancang-Mekong Cooperation Mechanism

水外交是一种重要且特殊的外交手段和方式,水外交既是国家战略博弈的工具,也是周边外交的重要内容。在澜湄合作机制下的水资源合作,是该机制的应有之义。在澜湄合作机制下中越水资源合作面临诸多障碍,但从现有的现实情况来看,中越在水资源方面可以进行小型水电项目、水利灌溉项目、使用亚投行获得的国际招标项目及中越跨国水利工程合作。

Water diplomacy is an important and special diplomatic mean and way.Water diplomacy is not only a tool for strategic game between countries,but also an important part of peripheral diplomacy.Water resourced cooperation under the Lancang-Mekong Cooperation(LMC)mechanism is the proper meaning of this mechanism.At present,under the LMC,China-Vietnam water resources cooperation faces many obstacles.From the current reality,China and Vietnam can cooperate in the following aspects,including small hydropower projects,water conservancy irrigation projects,international bidding projects obtained by the Asian Infrastructure Investment Bank,and China-Vietnam transnational water conservancy projects.
