Transformation of Technology-Institution Inter-Construction and Its Effect on Public Governance

“第四次工业革命”使技术与制度之间的互构关系从“社会建构”向“技术决定”转变,这一转变对公共治理有何影响,公共治理受此影响会呈现出何种趋势?对这一问题的回答有助于更好地协调治理技术和治理制度之间的关系。本文在马克思关于革命性技术的理论分析基础之上,引入“社会建构”和“技术决定”的概念,构建了一个技术和制度互构关系转换的三阶段分析框架,以考察信息技术对公共治理的影响。分析表明,智慧社区、智慧城市等治理技术的更新,其实质是以信息技术为基础的制度变革,不仅改变了公共治理的技术,还引发了公共治理资源、治理动能和治理场景的变革。技术向前发展的趋势不可逆转,因此公共治理部门在协调治理技术和治理制度的关系时,要顺应技术和制度互构关系转换的趋势,构建适应数字时代需要的公共治理体系,以推动治理体系和治理能力现代化。

The Fourth Industrial Revolution is translating the inter-construction relationship between technology and institutions from"social construction"to"technological determination".How has this transformation affected public governance and what trends are emerging in public governance as a result?The answer to this question helps to deal with the interrelationship between governance technologies and governance institutions.This article basis on Marx's theoretical analysis of revolutionary technology,combines the concepts of"social construction"and"technological determination",constructs a three-stage analysis framework to study the transformation of the inter-construction relationship between technology and institution,and the impact of information technology on public governance.Research shows that the update of governance technologies such as smart communities and smart cities is essentially an institutional change based on information technology,which not only changes the technology of public governance,but also changes the public governance resources,governance motivation,and governance scenarios.The trend of technological advancement is irreversible,therefore,when dealing with the relationship between technology and institutions,public governance agencies should comply with the trend of inter-construction between technology and institutions,adapt public governance systems to the needs of the digital age,to promote the modernization of governance system and governance capabilities.
