摘要
行业协会商会与行政机关脱钩改革对其收入是否产生影响?本文运用双重差分模型对795家全国性商协会2014—2019年的面板数据进行实证分析予以回答,并基于行业协会商会的“会员逻辑”和“影响逻辑”刻画出其作用机制。研究结果表明,脱钩改革能够显著提升行业协会商会收入,它通过增强行业协会商会“会员逻辑”主导下的信息提供而非行动协调机制加以实现,“影响逻辑”主导的政策倡导和购买服务不显著提升行业协会商会收入。同时,行业协会商会组织特征调节效应分析表明,脱钩改革对非工商服务业、非国务院直属机构主管行业协会商会收入的提升更加显著。这一发现从理论上将行业协会商会生存状况、资源获取和组织功能关系研究串联起来,拓展了强制性制度变迁影响行业协会商会功能的研究,也为行业协会商会适应脱钩改革后多样性资源获取机制路径选择提供有益启示。
Does industry associations decoupling with administration departments have an impact on their in-come?To answer this question,this paper uses the difference-in-differences model to empirically analyze the panel data of 795 national industry associations from 2014 to 2019.The empirical results show that the decoupling reform increases the income of industry associations.This is achieved by enhancing the mechanism of information provision dominated by"the logic of membership"rather than the coordination,while the mechanism of policy advocacy and governments'purchasing services dominated by"the logic of influence"do not increase the income.Also,the organizational characteristics of industry associations moderates the effects of the decoupling reform and the income of industry associations.This study not only has a dialogue with the theory of industry associations'survival,resource acquisition and organizational function,but also expands the research between the institutional change and the function of industry associations.It provides implications for industry associations to adapt to diversified resource acquisition mechanism after the decoupling reform.
