A Survey and Analysis on the Impact of Environmental Credit Evaluation Policies on Enterprises

分析评估环境政策对企业的影响是环境政策制定过程中的一个必要环节。基于18个省市回收的3698份问卷和针对行业协会、企业的专题访谈,调查环保信用评价管理政策对企业的影响。调查发现,多数企业愿意参与环保信用评价;环保信用评价有助于改善企业环境行为;过半企业不完全了解环保信用信息的范畴;企业更关注增加成本与工作量、评价结果应用范围小、信息权益保护等问题;企业对行政许可、财政资金支持、公共资源交易等政策措施敏感。应充分关注环保信用评价对小微企业的影响,注重环保信用信息的规范化管理,审慎公开环保信用评价结果,强化对企业环保信用信息的保护等。

Analyzing and evaluating the impact of environmental policy on enterprises is a necessary link in the process of environmental policy-making.Based on 3698 questionnaires collected from 18 provinces and cities,as well as special interviews with industry associations and enterprises,this study investigates the impact of environmental credit evaluation management policies on enterprises.The survey found that most enterprises are willing to participate in environmental credit evaluation;environmental credit evaluation helps to improve the environmental behavior of enterprises;more than half of the enterprises do not fully understand the scope of environmental credit information;enterprises pay more attention to issues such as increasing cost and workload,small application scope of evaluation results,and protection of information rights and interests;and enterprises are sensitive to the policy measures such as administrative licensing,financial fund support,and public resource transactions.We should pay full attention to the impact of environmental credit evaluation on small and micro enterprises,attach importance to the standardized management of environmental credit information,prudently disclose the results of environmental credit evaluation,and strengthen the protection of enterprise environmental credit information.
