结构化人才引进政策对区域科技创新能力的影响研究——基于15个新一线城市的面板数据

摘要 结构化人才引进政策为区域科技发展带来了有效的智力支持。探讨结构化人才引进政策对区域科技创新能力的影响,对于改善人才队伍结构、推动科技创新和产业升级、实现经济高质量发展,具有重要意义。基于15个新一线城市7年的面板数据,以各城市专利授权量、专利申请量、科技成果获奖数作为区域科技创新能力的代理变量,以大学数量和高等院校当年毕业生数量作为人才密度的代理变量,建立了以结构化人才引进政策、人才密度和区域科技创新能力为基础的模型,实证分析了结构化人才引进政策对区域科技创新能力的影响效应。研究发现:结构化人才引进政策对区域科技创新能力的提升起到了促进作用;而高校数量越多,结构化人才引进政策对区域科技创新能力提高的效果越好。基于上述结论,进一步提出了基于人才引进政策的城市区域科技创新能力提升建议。 The structured talent introduction policies have effectively provided intellectual support and impetus for regional technological development.Investigating the impact of these policies on regional technological innovation capacity is of significant importance in terms of enhancing and diversifying the talent pool,driving technological innovation and industrial upgrading,and achieving high-quality economic development.Based on panel data spanning 7 years from 15 emerging first-tier cities,using variables such as the number of patents granted,patent applications,and technology awards in each city as proxies for regional technological innovation capacity,and the number of universities and the quantity of college graduates in a given year as proxies for talent density,a model based on structured talent introduction policies,talent density,and regional technological innovation capacity was established.Empirical analysis was conducted to evaluate the impact of structured talent introduction policies on regional technological innovation capacity.The research findings indicate that structured talent introduction policies have a positive effect on enhancing regional technological innovation capacity.Furthermore,the presence of a greater number of universities in a region amplifies the positive impact of structured talent introduction policies on regional technological innovation capacity.Based on these conclusions,recommendations for enhancing urban regional technological innovation capacity based on talent introduction policies are further proposed.
