构建档案服务能力结构的通用框架,可以为新时代我国档案服务能力建设实践提供理论基点和思想指引。首先界定档案服务能力结构的概念内涵,把握结构框架设计的核心与边界;然后调研相关领域服务能力结构研究成果的可借鉴之处及需要规避的不足,提出档案服务能力结构的分析原则;最后以“档案资源-服务活动-能力彰显”为结构分层逻辑,形成“以档案资源为核心的能力基础层-以档案服务流程为核心的能力激活层-以档案赋能为核心的能力展现层”为主体结构的档案服务能力结构框架,并立足新时代结合政策文本中档案服务的内容要求,构建兼顾档案领域特色、服务流程与宏观价值取向、供需双方视角、隐性与显性服务能力,以及理论指导性和实践操作性的档案服务能力结构框架。
