长三角地方政府加强民生档案工作的政策创新扩散探析——基于181份政策的文本分析

Research on the Livelihood Archives Policy Innovation and Diffusion in Yangtze River DeltaBased on the Text Analysis of the 181 Policies

考察长三角地区民生档案政策创新扩散规律可助力长三角民生建设事业发展。基于时间、空间、内容三个维度,运用文献计量、文本分析等方法对长三角地区181份民生档案政策文本展开分析。研究发现:长三角地区民生档案政策创新扩散整体呈现“间断-均衡”式变迁规律,地方政府在学习、竞争中呈现不同扩散模式且政策主体以民政部门为主,政策内容结构总体重收集利用而轻保护开发但不同主体仍有其关注侧重点。据此建议长三角地方政府应注重民生档案政策再创新,加强施策推广民生档案工作品牌,并确保民生档案政策内容均衡性。

Investigating the livelihood archives policy innovation and diffusion in Yangtze River Delta can help the development of livelihood construction.Based on the three dimensions of time,space and content,this paper analyzed 181 livelihood archives policy texts by using the methods of bibliometrics analysis and text analysis.The study found that the livelihood archives policy innovation and diffusion presented an"punctuated-equilibrium"pattern of change,local governments presented different diffusion modes in learning and competition,and the main body of policy is civil affairs department,the content structure of the policy generally focuses on collection and utilization rather than protection and development,but different subjects still have their own focus.Therefore,it is suggested that the local government should pay attention to the policy re-innovation,strengthen the policy implementation to promote the brand of livelihood archives and ensure the balance of the content of policy.
