行动情境下虚拟养老院服务供给的行为逻辑与路径--以G省X虚拟养老院为例

摘要 在人口老龄化程度加深、家庭小型化和空巢化加速的背景下,虚拟养老院作为一种创新型的居家养老模式,为养老服务的供给提供了新思路和新方法。文章以G省X虚拟养老院为例,借助IAD框架中的行动情景模型,分析了在参选情境和治理情境下虚拟养老院所呈现的不同行为逻辑,并发现在行动情境下,虚拟养老院的服务供给最初以服务为主的价值导向,逐渐被以形式化为主的工具理性所制约,不利于虚拟养老院的可持续发展。因此,为发挥好虚拟养老院的功能和价值,从参与主体和行动策略等方面出发,政府应进一步做好制度设计和安排,运营主体要精准定位老年人需求,探索优化养老服务项目,树立品牌意识,强化宣传工作。 Taking X virtual nursing home in G province as an example,this paper analyzes the different behavior logics of virtual nursing home in the context of election and governance with the help of the action scenario model in the IAD framework,and finds that in the action scenario,the service supply of virtual nursing home is initially service oriented and gradually restricted by the instrumental rationality based on formalization,which is not conducive to the sustainable development of virtual nursing home.Therefore,in order to give full play to the function and value of the virtual nursing home,the government should further improve the system design and arrangement from the aspects of participation subjects and action strategies,the operation subjects should accurately position the needs of the elderly,explore and optimize the elderly care service projects,establish brand awareness,and strengthen publicity.
