广东省833家二级以上医疗机构感染防控专职人员队伍建设情况及对策

摘要 目的 了解广东省感染防控专职人员队伍建设现状,为本省感染防控专职人员队伍建设提升及相关制度制定提供切实可行的参考依据。方法 2021年4月17日—5月7日对全省833家二级以上医疗机构感染防控专职人员进行问卷调查。结果 调查的833家二级以上医疗机构中,677家独立设置了医院感染管理科,510家由医院直接管理,763家配备感染防控专职人员共计3 145人,感染防控专职人员配备合格率91.60%,其中女性占比69.28%;年龄30~49岁的占比68.65%;大专和本科学历占比75.81%;护理专业占比49.32%;院感专职工作5年以内人员占比43.4%。感染防控专职人员初级职称占比42.26%,有84.27%的感染防控专职人员职称聘任按照原所学专业晋升,74.55%的医疗机构人员有迫切的晋升需求,74.55%的医疗机构认为有单独设置院感专科的职称晋升渠道的必要性。结论 部分医疗机构在感染防控管理部门设置和管理、感染防控专职人员配备不到位及职称晋升路径不够畅通等问题,需通过卫生健康行政部门尽快出台感染防控专职人员管理办法、解决感染防控专职人员的职称晋升问题、强化落实和考核工作,进一步推动广东省医院机构感染防控人员人才队伍建设。 Objective To understand the current situation of the construction of specialized personnel for infection prevention and control in Guangdong Province,and to provide practical and feasible reference for the improvement of the construction of specialized personnel for infection prevention and control in this province and the formulation of relevant systems.Methods From April 17 to May 7,2021,a questionnaire survey was conducted on the infection prevention and control professionals of 833 secondary and tertiary medical institutions in the province.Results Among the 833 secondary and tertiary medical institutions surveyed,677 have independently established hospital infection management departments,510 are directly managed by hospitals,and 763 are equipped with a total of 3145 full-time infection prevention and control personnel.The qualified rate of infection prevention and control personnel allocation is 91.60%,with women accounting for 69.28%;The proportion of people aged 30-49 years old is 68.65%;associate degrees and bachelor's degrees accounted for 75.81%;Nursing majors account for 49.32%;43.4%of full-time employees in the hospital work within 5 years.42.26%of full-time infection prevention and control personnel have primary professional titles,with 84.27%of them being promoted according to their original majors.74.55%of medical institution personnel have urgent promotion needs,and 74.55%of medical institutions believe that it is necessary to establish separate channels for promoting hospital infection specialized professional titles.Conclusion Some medical institutions have issues with the establishment and management of infection prevention and control management departments,inadequate allocation of specialized personnel for infection prevention and control,and insufficient promotion paths for professional titles.It is necessary to quickly introduce management measures for specialized personnel for infection prevention and control through the health administrative department,solve the problem of professional title promotion for specialized personnel for infection prevention and control,strengthen implementation and assessment work,and further promote the construction of a talent team for infection prevention and control personnel in hospitals in Guangdong Province.
