我国生态环境状况评价指标体系建设现状分析

我国生态环境定期评价制度已初步形成,其评价指标体系为生态环境质量评价和县域生态环境质量考核提供了重要依据,但为了构建生态文明绩效评价考核和责任追究制度、提高生态文明建设水平,现有评价指标远不能满足实际工作要求。在分析我国生态环境状况评价指标体系建设现状的基础上,提出当前生态环境评价指标体系构建应该紧扣生态环境质量评价和生态文明建设绩效考核需求,评价指标应在涵盖单要素的基础上,系统地反映区域综合性生态问题,并兼顾评价方法的科学性和实用性,在有条件的地方,可以地方标准为抓手,推动生态环境评价指标体系不断发展完善。

The regular evaluation system of ecological environment in China has been preliminarily formed,and its assessment index system provides an important basis for the evaluation of ecological environment quality and the county-level assessment of ecological construction effectiveness.However,in order to build an ecological civilization performance evaluation and accountability system and improve the level of ecological civilization construction,the existing evaluation indicators are far from meeting the requirements of actual work.At present,the construction of ecological evaluation index system should closely follow the needs of ecological environment quality evaluation and ecological civilization construction performance evaluation.The evaluation index should systematically reflect the regional comprehensive and big ecological problems on the basis of covering a single element,and give consideration to the scientific and practical nature of the evaluation method.Where conditions permit,local standards can be established as a starting point to promote the continuous improvement and development of the ecological evaluation index system.
