摘要
当前公共管理研究论文与实践脱节的问题日渐凸显。许多研究论文表示自身具有“实践问题”导向并提出了面向实务者的“实践意义”和“政策建议”,那么阅读研究论文是否对实践有用?本研究以响应式访谈为主,辅以现场观察、查阅资料记录等方式,形成多元研究素材,探析了街道干部对基层治理研究成果“学以致用”的具体逻辑。基于计划行为理论,本研究对接触、学习、应用论文3个环节分别进行分析,发现“接触论文”和求助论文意识、周围人找寻情况、论文信息检索素养与传播论文途径有关,“学习论文”和对学习论文看法、周围人学习情况、论文阅读素养与论文特点有关,“应用论文”和对应用论文看法、周围人应用情况、干部应用能力与单位现实条件有关。本研究构建了街道干部对论文“学以致用”的行为逻辑,为推动基层治理研究论文为现实纾忧解困提供建议。
The gap between public administration research papers and practice has become increasingly obvious.Many papers claim that they are oriented toward“practical problems”,offering“practical implications”and“policy recommendations”for practitioners.However,front-line practitioners,who are the intended beneficiaries,seldom pay attention to,or adopt,the“implications”or“recommendations”in these papers.Is the reading of public administration research papers beneficial to practice?If so,what is the specific logic behind“applying what they have learned”from papers;if not,what are the factors that contribute to such an outcome?Is it because of the irrelevance of the papers to practice or because of the inadequacy of the practitionersapplications?These issues require further investigation.This study uses the case of subdistrict officers to explore the above issues.Most grassroots cadres,especially subdistrict officers,work in a tedious and complex manner and they face numerous governance challenges.A large amount of primary-level governance research in the field of public administration focuses on subdistrict issues and the daily work of cadres.Can subdistrict officers enhance their work efficiency by reading relevant papers,especially the“practical implications”and“policy recommendations”in these papers?Field research for this study was conducted in three stages and with four rounds,including two preliminary investigations during the first stage,a formal investigation during the second stage,and a supplementary investigation during the third stage.The main method was responsive interviews,which were complemented by on-site observations,the consulting of data records,and other methods to generate diverse research results.Using the research findings on primary-level governance,this paper examines the specific logic behind subdistrict officers“applying what they have learned”.Based on the theory of planned behavior,starting from the three actual control conditions according to an individuals attitude toward the behavior,the subjective norms,and the degree of perceived behavioral control,we analyze the process of contacting,learning,and applying the papers,respectively.We find that“contacting the papers”is related to the individuals awareness of seeking help from papers,the situation of the individual who is searching the papers,the individuals information retrieval skills,and the means by which the papers are disseminated;“learning from papers”is related to the individuals opinions about learning from the papers,the situation of the individual who is learning from the papers,the individuals reading skills,and the features of the papers;“applying the papers”is related to the individuals opinions about applying the papers,the situation of the individual who is applying the papers,the individuals application capabilities,and the reality of the organs.This study clarifies and analyzes the logic behind subdistrict officers“applying what they have learned”from primary-level governance research findings and their forming a specific process of“contacting papers-learning from papers-applying papers”.At the same time,this study addresses both researchers and journal units as the two main subjects and provides suggestions for promoting the application of primary-level-governance research papers to practice so as to alleviate worries and difficulties.
