突发公共卫生事件对舟山休闲渔业发展的影响分析——以新型冠状病毒感染疫情为例

An analysis of the impact of emergencies on the development of recreational fisheries in Zhoushan:A case study of the novel coronavirus infection

突发事件对舟山市文旅、餐饮等第三产业的打击巨大,以新型冠状病毒感染疫情为例,休闲渔业因此受到严重影响。本课题通过实地调研,对疫情影响下舟山市休闲渔业受到的冲击进行实证分析。通过舟山市休闲渔业的总体发展现状分析;评估疫情期间休闲渔业的影响及损失,剖析在疫情中暴露出来的休闲渔业企业抗压能力差、投入机制不够完善、设施闲置与休闲渔业资源浪费的问题,并在此基础上提出了建立规范化管理体系,完善配套设施、加大对休闲渔企的表彰力度、完善投入政策制度等相关政策建议,为休闲渔业产业发展提供参考。

The emergency has dealt a huge blow to the tertiary industry such as cultural tourism and catering in Zhoushan City.Taking the new coronavirus infection epidemic as an example,the recreational fishery has been seriously affected.Through field investigation,this paper makes an empirical analysis on the impact of recreational fishery in Zhoushan City under the influence of epidemic.The overall development status of leisure fishery in Zhoushan City was analyzed.To assess the impact and loss of recreational fishery during the epidemic period,analyze the problems of recreational fishery enterprises'poor anti-pressure ability,imperfect investment mechanism,idle facilities and waste of recreational fishery resources exposed in the epidemic,and put forward the establishment of a standardized management system on this basis.Relevant policy suggestions such as improving supporting facilities,increasing commendation for recreational fishing enterprises,and improving investment policies and systems will provide references for the development of recreational fishing industry.
