共青团“学社衔接”的现实困境与解困之思

The Practical Dilemma and Thinking on“School-Community Connection”of the Communist Youth League

共青团依托全国“智慧团建”系统实现了团员管理信息化、规范化和科学化。随着共青团“学社衔接”工作的持续推进,基层团组织在队伍建设、解决团员“失联”等问题上取得显著成效,但仍然面临团员观念薄弱、流动性大与档案单一的现实困境。消解共青团“学社衔接”的困境应从学校、社区两个层面出发:学校应坚持党建引领团建,加强团员管理,增强团员身份认同,提高团员档案意识。将第二课堂成绩单纳入团员档案,建立丰富饱满立体的团员档案。社区应加强基层团支部建设,优化团建治理体系,加强流动团员管理,增强团组织凝聚力,畅通党团衔接通道,建立团员推优档案,构建流动团员成长成才体系。

Relying on the national“smart league building”system,the Communist Youth League has realized the informatization,standardization and scientization of the management on the league member.With the continuous promotion of“school-community connection”of the Communist Youth League,the grassroots league organizations have made remarkable achievements in team building and solving the problems of the“lost”league members,but they still face the realistic dilemma,such as the weak awareness of the league member identity,high mobility and single files.To solve these dilemmas of“school-community connection”of the Communist Youth League,both schools and communities should take concrete actions.For schools,they need to establish a rich,substantial and three-dimensional file by following steps:firstly,they should adhere to“promoting League building by Party building”and strengthen the management of the communist youth league member;secondly,they can enhance league members'identity and pay much attention to members'files;thirdly,they can incorporate the second-class transcript into the league members'files.For communities,they need to construct the growth and talent system for the mobile league members,such as strengthening the construction of grass-roots branches and optimizing the governance system of the league building,strengthening the management of mobile league members and enhancing the cohesion of the league organizations,smoothing the connection channel between the Party and the Communist Party and establishing the excellent files of the league members.
