摘要
建立健全符合事业单位特点、体现岗位绩效和分级分类管理的工资分配制度,是深化事业单位工资制度改革的方向。分类制度是完善事业单位工资制度的重要基础,直接影响着事业单位工资制度的实施效果。本文以经济行业分类为研究对象,重点分析了国际标准行业和中国国民经济行业的分类原则、编码方式和结果应用,提出应当打破事业单位的行政隶属关系,按照生产活动同质性、分类与分级结合的原则对事业单位分类,再对事业单位工资进行分类管理。
Establishing a salary distribution system that conforms to the characteristics of public institutions,reflects job performance and hierarchical classification management,is the direction of the reform of the salary system in public institutions.The classifi cation system is an important foundation for improving the wage system of public institutions,which directly affects the implementation effect of the wage system of public institutions.The article takes the international standard industry classification of economic industries and the classification of Chinese national economy industries as examples,and through indepth analysis of their classifi cation principles,coding methods,and application of results,proposes that public institutions can use homogeneity as the main standard for classifi cation,and use a combination of classifi cation and grading to classify wages based on the nature of their activities.
