台湾“新南向政策”背景下的浙台经贸合作研究

Research on Zhejiang and Taiwan Economic and Trade Cooperation in Taiwan's “New Southbound Policy”

从20世纪90年代开始,经济南向政策就是台湾当局力推的对外政策,2016年台湾地区民进党抛出的“新南向政策”其实就是原来的翻版。时下,美欧日等发达国家将下一个投资目标转向东南亚和南亚等国家,台湾当局也有意参与到这波投资浪潮中。对于民进党而言,削弱两岸经济依存度是其长期的执政目标,近些年主要表现为与美国商签自由贸易协定(FTA),谋求加入全面与进步跨太平洋伙伴关系协定(CPTPP)等。而祖国内地正式签署全球最大的自由贸易协定《区域全面经济伙伴关系协定》(RCEP),台湾地区在加入无望的情况下,势必会继续推进新南向政策与祖国内地相抗衡。本文旨在分析新南向政策背景下浙台经贸关系,并为防范经济和政治风险提供政策性建议。

Since the 1990s, the economic southward policy is the foreign policy pushed by the Taiwan authorities. In 2016, the“New Southbound Policy”thrown by Taiwan Democratic Progressive Party was actually the original replica. Nowadays, developed countries such as the United States, Europe, and Japan will turn the next investment target to countries such as Southeast Asia and South Asia. The Taiwan authorities also intend to participate in this wave of investment. For the DPP, the weakening of cross-strait economic dependence is its long-term governance goal. In recent years, it is mainly manifested in signing the Free Trade Agreement(FTA) with the United States Commercial Business. Seeking to join a comprehensive and progressive cross-Pacific Partnership Agreement(CPTPP). In Chinese mainland, it has officially signed the world's largest free trade agreement“Regional Comprehensive Economic Partnership Agreement”(RCEP). In the case of universal joining Taiwan, it is bound to continue to promote the new southbound policy to compete with the mainland.This article aims to analyze the economic and trade relations of Zhejiang and Taiwan under the background of the New Southbound Policy, and provide policy suggestions for preventing economic and political risks.
