乡村振兴背景下茂名市农村土地经营权流转的制约因素及优化路径

Restrictive Factors of Rural Land Management Right Transfer in Maoming City Under the Background of Rural Revitalization and Its Optimization Path

为了推动茂名市农村土地经营权流转,盘活农村土地资源,为农村经济建设提供更强的内生动力,推进乡村振兴,本研究以茂名市3个县级市、2个区共计28个典型村庄为样本,运用多元线性回归模型,探究茂名市农村土地经营权流转的制约因素,并针对性地提出优化路径。结果表明,土地细碎程度、租金设定、土地经营权确权、土地情结等因素对茂名市农村土地经营权流转的影响较为显著。因此,在推行土地经营权流转时,当地政府应加强土地整治力度,建设高标准农田;设立合理的定价标准,规范租金浮动价格;建立明确的土地产权制度,加快土地确权颁证工作;转变农民对土地经营权流转的观念。

In order to promote the transfer of rural land management right in Maoming City,revitalize rural land resources,provide stronger endogenous impetus for rural economic construction and promote rural revitalization,this paper took 28 typical villages belonging to 3 county-level cities and 2 districts in Maoming City as samples,used multiple linear regression model to explore the restrictive factors of rural land management right transfer in Maoming City,and put forward targeted optimization paths.The results showed that land fragmentation,rent setting,land manage-ment right confirmation and land complex had significant impacts on rural land management right transfer in Maoming City.Therefore,when carrying out land management right transfer,the local government should strengthen the land remediation efforts and build high standard farmland,set reasonable pricing standards and regulate the floating price of rent,establish a clear land property right system,speed up the work of land confirmation and certification,change farmers'concept of land management right transfer.
