区块链赋能绿色供应链金融发展的机制与路径研究

Research on Mechanism and Path of Blockchain Enabling the Developmentof Green Supply Chain Finance

绿色供应链金融是绿色金融、供应链金融、绿色供应链的有机融合,作为推动产业链绿色转型升级的重要金融工具,受到我国政府的高度重视,多省市为此开展绿色专项行动。目前我国绿色供应链金融存在精准识“绿”难、高效审“绿”难、持续测“绿”难、用心助“绿”难等痛点,而区块链技术可赋能绿色识别、绿色风险管理、绿色监测、绿色服务,解决绿色供应链金融发展痛点。为了助推绿色供应链金融可持续发展,我国需要推进环境信用体系建设以优化绿色金融生态,建立区块链应用架构以提升服务效率,引入监管沙盒机制以提高监管科技水平,创新绿色供应链金融产品。另外,我国还需要构建“区块链+绿色供应链金融”标准化体系,建立绿色供应链金融激励机制,建立健全区块链技术法律框架,同时,需要金融机构与区块链科技企业合作共建区块链平台为赋能绿色供应链金融铺路架桥。

Green supply chain finance is an organic integration of green finance,supply chain finance and green supply chain.As an important financial tool to promote the green transformation and upgrading of the indus⁃trial chain,it has been highly valued by the Chinese government,and many provinces and cities have launched green special actions to this end.At present,there are pain points in China's green supply chain finance,such as the difficulty of accurately identifying"green",the difficulty of efficiently reviewing"green",the difficulty of con⁃tinuously monitoring"green",and the difficulty of helping"green".The blockchain technology can enable green identification,green risk management,green monitoring and green services to solve the pain points in the develop⁃ment of green supply chain finance.In order to promote the sustainable development of green supply chain fi⁃nance,China needs to promote the construction of an environmental credit system to optimize the green financial ecology,establish a blockchain application architecture to improve service efficiency,introduce a regulatory sand⁃box mechanism to improve the level of regulatory technology,and innovate green supply chain financial products.In addition,China also needs to build a standardized system of"blockchain+green supply chain finance",estab⁃lish a green supply chain finance incentive mechanism,establish a sound legal framework for blockchain technolo⁃gy,and promote the cooperation between financial institutions and blockchain technology enterprises to build a blockchain platform to pave the way for empowering green supply chain finance.
