旅游带动型乡镇国土空间总体规划编制方法探索——以福建省莆田市仙游县西苑乡为例

Exploration of Compilation Planning Method for Overall Tourism-driven Township Territorial Spatial Planning——Taking Xiyuan Township,Xianyou County,Putian City,Fujian Province as example

在充分了解现阶段国土空间规划体系及建构的基础上,本文从乡镇层级国土空间总体规划的编制特点着手,分析旅游带动型乡镇规划的编制重点。结合《福建省莆田市仙游县西苑乡国土空间总体规划(2022-2035年)》项目,以“生态优先、完善配套、用地保障”为重点,探索旅游带动型乡镇国土空间总体规划的编制思路、编制重点,引导乡镇传导落实市县规划、创新旅游项目用地保障方式,以期为其他相似地区乡镇国土空间规划编制提供参考与借鉴。

On the basis of fully understanding the current territorial spatial planning system and its construction,this paper starts from the characteristics of the compilation of the overall territorial spatial planning at the township level,and analyzes the key points of the compilation of tourism-driven township planning.Combined with the"National Territorial Spatial Master Plan of Xiyuan Township,Xianyou County,Putian City,Fujian Province(2022-2035)"project,this paper focuses on"ecological priority,perfect supporting facilities,land security",explores the compilation ideas and priorities of tourism-driven township territorial spatial master plan,guides the township to implement city and county planning,and innovates the land security methods for tourism projects,in order to provide reference for the compilation of township territorial spatial planning in other similar areas.
