工程定额取消后政府投资合理确定工程造价的研究

摘要 以促进工程造价科学性的提升,为政府整体工程造价的可持续发展提供帮助为目的,提出工程定额取消后政府投资合理确定工程造价的研究。根据工程定额和工程造价的深刻内涵,探究政府投资合理确定工程造价的意义,结合当前政府投资确定工程造价的机制,对政府投资合理确定工程造价展开分析,并提出对应的确定过程。在确定过程中,从建立成本管理体系、与企业合作建立透明的协商机制、建立竞争性市场价格、监督和审计4个方面针对政府投资项目提出合理确定工程造价的方法,以通过上述措施将工程投资额度控制在既定范围内,保证工程在施工期内实现高质量的建设目标。 With the aim of promoting the scientific improvement of engineering cost and providing assistance for the sustainable development of the overall engineering cost of the government,proposes a study on the reasonable determination of engineering cost by government investment after the cancellation of engineering quota.Based on the profound connotations of engineering quotas and engineering costs,explores the significance of government investment in determining engineering costs reasonably.Combining with the current mechanism of government investment in determining engineering costs,it analyzes the reasonable determination of engineering costs by government investment and proposes corresponding determination processes.In the process of determining,reasonable methods for determining the engineering cost of government investment projects are proposed from four aspects:establishing a cost management system,establishing transparent negotiation mechanisms with enterprises,establishing competitive market prices,supervision and auditing.Through the above measures,the engineering investment amount is controlled within the established range,ensuring that the project achieves high-quality construction goals during the construction period.
