东莞市控规数据校核机制研究与实践

Research and Practice on Data Checking Mechanism of Detailed Regulatory Planning in Dongguan

控制性详细规划数据指标的准确性和规范性,是实现城市规划科学化编制和精细化管理的重要保障。文章基于东莞市控制性详细规划校核实际,从控规电子校核的流程、技术环节及存在的问题等方面分析研究控规数据校核机制。研究表明:控规电子校核的流程包含校核前控规方案审查、控规调整校核、控规成果勘误、成果入库修正、一张图数据库更新等环节步骤;根据总图阶段、分图阶段、入库前数据处理阶段电子校核工作重点的不同,各阶段控规电子校核要素也各不相同;后期东莞市控规电子校核系统将着力克服校核任务时间集中、案件经办时间短、重点/加急项目过多、项目校核次数频繁、规整软件更新速度慢等问题,持续完善东莞市控规数据校核机制。

The accuracy and standardization of the data indicators of regulatory detailed planning is an important guarantee for scientific compilation and fine management of urban planning.Based on the checking reality of Dongguan regulatory detailed planning,this paper analyzes and studies the data checking mechanism from the aspects of the electronic checking process,technical links and the existing problems.The research shows that the process of electronic check includes checking the pre-check plan,adjusting and checking the control plan,correcting the result of the control plan,revising the result of the control plan and updating the database of a map.According to the different emphases of the electronic checking work in the stage of general plan,sub-plan and data processing before storage,the electronic checking elements in each stage are also different.In the later stage,the electronic checking system of Dongguan detailed regulatory plan will try to overcome the problems of centralized checking task time,short case handling time,too many key/urgent items,frequent project checking frequency,slow updating speed of the regulatory plan software,and so on.It is proposed to continue to improve the data checking mechanism of Dongguan detailed regulatory plan.
