突发公共卫生事件下老旧小区韧性评价与实证研究

Evaluation and Empirical Study on the Resilience of Old Residential Areas under Sudden Public Health Incidents

针对新冠肺炎疫情防控暴露出来的基层社区的公共卫生安全和组织管理问题,文章整理了国内外社区韧性的相关研究,并分析研究了现状及相关理论。将老旧小区的公共卫生建设与社区韧性提升相结合,从社会空间韧性和物质空间韧性方面构建韧性社区的评估体系。并以居民作为微观主体,选取青岛市老旧小区进行实证研究,剖析老旧小区在新冠肺炎疫情防控中存在的问题,提出城市社区韧性提升的规划对策,期望为城市韧性评价研究提供新视角,为城市社区更新与韧性发展提供有益参考。

In view of the public health safety and organizational management problems of grass-roots communities exposed during the COVID-19,this paper sorts out the relevant studies on community resilience at home and abroad,and analyzes the current research status and relevant theories.It combines the public health construction of old residential areas with the improvement of community resilience,and constructs an evaluation system for resilient communities from the perspectives of social spatial resilience and material spatial resilience.And with residents as the micro subject,it selects the old residential areas in Qingdao City for empirical research,analyzes the problems existing in epidemic prevention and control of old residential areas,and proposes planning strategies for improving urban community resilience,hoping to provide a new perspective for urban resilience evaluation research and to provide an useful reference for urban community renewal and resilience development.
