伴随着整个国家的数字化转型,推动电子文件管理模式升级和创新刻不容缓。构建核电行业电子文件合规性管理体系,推进核电行业电子文件合规性管理,对于实现核电厂的安全生产、合规管理、有效运行意义重大。从现实来看,核电行业电子文件管理在制度上和系统建设上已经取得进展,但是仍然在管理体系、业务流程、政策制度等层面面临着一系列挑战。亟需在理论层面围绕“来源可靠、程序规范、要素合规”构建电子文件合规性管理要素框架,在实践层面完善核电行业电子文件管理的职能体系,优化核电行业电子文件管理的业务体系,健全核电行业电子文件管理的政策体系,加强核电行业电子文件管理的技术体系,建立核电行业电子文件管理的评估体系。

Along with the digital transformation of the whole country,it is urgent to promote the upgrade and innovation of electronic document management mode.The construction of electronic document compliance management system in nuclear power industry and the promotion of electronic document compliance management in nuclear power industry are of great significance to achieve safe production,compliant management and effective operation of nuclear power plants.From a practical point of view,progress has been made in the system and system construction of electronic document management in the nuclear power industry,but it still faces a series of challenges in the management system,business process,policy system and other levels.There is an urgent need to build a framework of electronic document compliance management elements around"reliable sources,standardized procedures and compliant elements"at the theoretical level,improve the functional system of electronic document management in nuclear power industry at the practical level,optimize the business system of electronic document management in nuclear power industry,improve the policy system of electronic document management in nuclear power industry,strengthen the technical system of electronic document management in nuclear power industry,and establish the technical system of electronic document management in nuclear power industry.The technical system of electronic document management in nuclear power industry,and the evaluation system of electronic document management in nuclear power industry are established.
