中国区域国别学建设:路径设计与目标定位

Construction of China's Area Studies:Path Design and Goal Orientation

中国崛起进程中与世界的关系日益不可分割、紧密相连,现今已进入“中国走向世界3.0”的新时代,中国崛起的基础条件、国家间关系的内涵和性质以及发展的目标都发生了巨大变化。与此同时,也要深刻认识到世界政治的权力争斗、单极霸权的体系结构与西方中心主义的舆情环境并未转变。中国的区域国别研究要及时、准确和深刻地回应国际环境和我国自身战略利益变化的时代诉求,为21世纪的中国不断走向世界、影响世界以及改造世界的战略性进程提供知识保障、战略支撑与利益服务。作为一门交叉学科,区域国别学是多种学科融合的综合体,但需要明晰其国际问题研究的学科性质,学科范式必须是由国际关系学为代表的社会科学学科来提供和搭建。在这方面,英、美区域国别研究的经验对于我国区域国别学学科建设和人才培养具有建设性的启示意义。但囿于西方区域国别研究具有强烈的西方中心主义色彩,我国的区域国别研究需要突破西方理论和国际经验的局限性,在自主知识体系、话语体系和学科体系建构的基础上融入中国目标、中国利益和中国理念,打造出既有自主知识体系、又有服务国家重大战略需求的区域国别学。

The relationship between China and world has become increasingly inseparable and closely interconnected.New era of“China Going Global 3.0”has come.The fundamental conditions of China's rise have undergone tremendous changes.It is crucial to recognize that the power struggle in global politics,unipolar hegemony,and the Western-centric public opinion have not transformed.China's area studies must timely,accurately,and profoundly respond to the changing international environment and the strategic interests,providing knowledge support,strategic backing,and interest services for China's globalization,influencing the world,and transforming the world in the 21st century.Area studies combine multiple disciplines,with international relations as the representative social science providing support and framework.The experiences of area studies in the UK and the US have constructive enlightenments.However,due to the strong Western-centric,China's area studies need to break through the limitations of Western theories and international experiences.Based on the construction of an independent knowledge system,discourse system,and disciplinary system,it should incorporate Chinese goals,interests,and concepts to create an area studies discipline that not only possesses an independent knowledge system but also serves the major strategic needs of the country.
