环境规制与不同类型技术创新对新型城镇化的影响效应

摘要 寻找新型城镇化高质量发展的长效机制具有重要现实意义。依据新时代新型城镇化发展理论构建评价体系并通过熵权-TOPSIS法测度分析,随后构建动态空间面板模型实证检验环境规制与不同类型技术创新对新型城镇化的影响效应,且在考虑稳定性检验后证实了研究结论的可靠性。结果表明:中国省份间新型城镇化发展极不均衡,研究期内整体呈现M型发展态势。环境规制与新型城镇化均具有显著的空间交互效应,环境规制对新型城镇化发展具有直接促进作用,环境规制下不同类型技术创新的作用效应存在明显差异,生产技术创新对新型城镇化发展更加稳定和显著。控制变量显示,人力机制、市场机制等均对新型城镇化能够产生显著正向效应,而内在机制表现为显著负向作用。中部地区估计结果与其他地区有所差异,中部地区环境规制将会对新型城镇化发展产生负向效应,这更多缘于环境规制政策治理倾向及新型城镇化内部子系统层要素扭曲等问题,但生产技术创新却表现出强劲动能。本研究指出,新时代新型城镇化高质量发展应密切关注环境规制与技术创新的差异性作用,这将有助于新型城镇化高质量发展的长效机制实现。 The search for a long-term mechanism for high-quality development of new urbanization has significant practical significance.Based on the theory of new urbanization development in the new era,this paper constructs an evaluation system and measures and analyzes it via using the entropy-weighted TOPSIS method.Furthermore,a dynamic spatial panel model is constructed to empirically test the effects of environmental regulation and different types of technological innovation on new urbanization.After considering stability tests,the reliability of the research conclusions is confirmed.The results indicate that the development of new urbanization among Chinese provinces is highly uneven,exhibiting an overall“M-shaped”development trend during the study period.There is a significant spatial interaction effect between environmental regulation and new urbanization;Environmental regulation directly promotes the development of new urbanization.The effects of different types of technological innovation under environmental regulation show obvious differences,with production technology innovation contributing more to stable and significant development of new urbanization.Control variables show that both human mechanisms and market mechanisms have significantly positive effects on new urbanization,while internal mechanisms show significantly negative effects.The estimated results for the central region differ from those of other regions,as environmental regulation in the central region has a negative effect on the development of new urbanization.This is mainly due to the policy governance bias of environmental regulation and distortions in the internal subsystem elements of new urbanization.However,production technology innovation shows strong momentum.This study suggests that in the new era,high-quality development of new urbanization should pay close attention to the differential effects of environmental regulation and technological innovation,which will contribute to the realization of a long-term mechanism for high-quality development of new urbanization.
