出版业高质量发展的几个基本问题

A Few Basic Issues of the High-Quality Development of the Publishing Industry

将“社会效益”“产业体系”“创新发展”“协调发展”“绿色发展”“开放发展”“共享发展”作为评价出版业高质量发展的基本框架并体现为七个一级指标;选取“优质产品与服务供给能力”“产业贡献率”“新技术运用程度”“主营业务竞争力”“国际出版影响力”“绿色印刷比率”“国民阅读率”等32个指标作为二级指标,并由此构成两级评价指标体系。后从建立社会效益与经济效益相统一的评价机制、提升优质产品和服务能力供给、加快推进出版业深度融合发展、加快出版治理体系和能力现代化建设、加快提升国际出版传播能力、加强贯通全产业链骨干队伍建设等方面提出对策建议。

This paper puts“social benefits”“industrial system”“innovative development”“coordinated development”“green development”“open development”“shared development”as the basic framework,which are also considered as the seven primary indicators,to evaluate the high-quality development of the publishing industry;it also selects other 32 points as the secondary indicators,such as“the ability to supply high-quality products and services”“industry contribution rate”“the degree of utilization of new technologies”“the prime operation competitiveness”“the international influence in publishing”“the green printing ratio”“national readership rate”,etc.These two kinds of indicators constitute a Two-Tier Evaluation Index System.The article puts forward countermeasures and suggestions in different aspects like establishing an evaluation mechanism that unifies social and economic benefits,enhancing the capacity of providing high-quality products and services,accelerating the in-depth integration development of the publishing industry,speeding up the modernization of governance system and capacity in publishing,accelerating capacity of the international publishing and dissemination,implementing the backbone force in the whole industry chain,and so on.
