思维迁跃:城市夜间经济“相机抉择”至“敏捷治理”模式研究

Thing Changing: Governance of Urban Nighttime Economy fromDiscretionary Approach to Agile Model

当前从中央—地方—基层嵌套的“相机抉择”治理模式体现出高效执行力,但对于夜间经济中出现的新问题表现出治理乏力。从理论推力、价值张力和实践拉力三重治理逻辑解读夜间经济治理必要性,在理论上构建“相机抉择”治理模式分析框架,解析当前夜间经济治理中模糊应对和赋权监管两种治理方式的特征及困境。最后融入敏捷思维,从提升基层群众参与性,引入助推式政策工具;倡导容缺受理与技术倒逼并行,校正治理偏差;赋权基层组织,“行政文化”接受“敏捷”洗礼;突破“学习智障”,组建敏捷学习型组织四个方面刻画出城市夜间经济敏捷治理模式路径框架。

At present,the discretionary governance model of the central,local and primary level shows high efficiency of implementation,but it presents weak governance for new problems in the nighttime economy.This paper interprets the necessity of nighttime economic governance from the triple governance logic of theory,value and practice,theoretically constructs the analytical framework of discretionary governance mode,and analyzes the characteristics and difficulties of the two governance modes of fuzzy response and empowerment supervision in current nighttime economic governance.Finally,with the integration of agile thinking,the framework of agile governance on urban nighttime economy is established from the following aspects:improving the participation of the residents and introducing boosting policy tools;advocating the parallel processing of acceptance for the lack of materials and technology forcing to correct the governance deviation;empowering primary-level organizations and promoting administrative culture to turn to the"agility";breaking through the intellectual disability and establishing agile learning organizations.
