新时代党建引领社区治理:逻辑机理、实践经验与发展路径

Party Building Leading Community Governance in the New Era:Logical Mechanism, Practical Experience and Development Path

社区作为社会的基本单元,是群众生活的重要场域,是党联系和服务群众的“最后一米”。社区党组织不仅是社区治理的领导者与实施者,而且是推进基层治理现代化的核心力量。文章从理论逻辑、历史逻辑、政治逻辑和现实逻辑四个方面对新时代党建引领社区治理的逻辑机理进行了分析。党的十八大以来,成都市十分重视党建引领社区治理,积累了非常典型的党建引领社区治理的实践经验。而当前部分社区仍存在党组织领导能力不足、多元治理主体权责不明、社区居民自治意识薄弱等困境,影响着社区党组织引领功能的充分发挥。广大的社区党组织要强化自身建设,打造动力型社区;创新治理方式,打造共治型社区;引领“微网实格”治理,打造服务型社区;加强文化建设,打造人文型社区;推进信息化建设,打造智能型社区。

Community,as the basic unit of society,is an important field of people's life and the"last meter"for the Party to connect and serve the people.Community Party organizations are not only the leaders and implementers of community governance,but also the core force in promoting the modernization of primary-level governance.This paper analyzes the logic mechanism of community governance led by Party building in the new era from four aspects:theoretical logic,historical logic,political logic and practical logic.Since the 18th CPC national congress,Chengdu has attached great importance to Party building leading community governance and accumulated typical practical experience.However,some communities currently face difficulties such as insufficient leadership capabilities of Party organizations,unclear rights and responsibilities of diverse governance entities,and weak awareness of community residents'self-governance,which affects the full play of the leading function of community Party organizations.The community Party organizations should strengthen their own construction and create a dynamic community,innovate governance methods and create a co-governance community,lead the grid governance and create a service-oriented community,strengthen cultural construction and create a humanistic community,promote information technology construction and create an intelligent community.
