Research on Optimization Measures for Standardization Management of Railway Work Safety

深入推进安全生产标准化建设是铁路运输企业贯彻落实《安全生产法》等法律法规、推动铁路安全治理体系和治理能力现代化的有效途径。通过梳理铁路安全生产标准化管理现状及发展情况,对标《企业安全生产标准化基本规范》等相关国家标准,开展铁路安全生产标准化管理相关文件合规性分析,研究铁路运输企业安全生产标准化优化方向,从建立健全制度体系、拓展建设深度、推进考评体系融合、加强信息化建设、侧重定量分析评价等方面提出优化铁路安全生产标准化措施建议,对夯实铁路运输企业安全生产基础、提升本质安全水平具有重要意义。

The standardization of work safety provides an effective approach for railway transport enterprises to adhere to the requirements of the Work Safety Law and other relevant laws and regulations.It also serves as a means to accelerate the modernization process of the safety governance system and enhance the overall safety governance capacity within the railway sector.This paper begins by reviewing the current situation and progress of standardization management for work safety in the railway industry.It also examines the alignment with important national standards,such as the Guideline of China Occupational Safety and Health Management System,and compliance with documents related to railway sector's work safety standardization management.The study further explores the optimization measures for work safety standardization in railway transport enterprises.Based on the findings,suggestions are proposed from multiple aspects,including establishing and improving institutional systems,advancing standardization in a wider reach,promoting the integration of assessment systems,improving IT application,and emphasizing quantitative analysis and evaluation.The findings are critical for strengthening the foundation of work safety and raising the safety level in railway transport enterprises.
