近年来,中美贸易摩擦冲击和新冠疫情爆发等事件打破了半导体业的协同发展的平衡状态,阻碍了产业的持续健康发展。在此新国际形势下,本文基于政府部门、行业协会、咨询公司和企业年报等数据,探讨了集成电路产业现阶段的挑战。论证了美国使用加征关税、管制出口和阻碍倾销等手段给我国集成电路产业来的产品供应不足、技术供给受阻和利润空间压缩等压力。分析了新冠疫情对集成电路产业的直接冲击和产业政策环境的影响。除此之外,亦为我国集成电路产业应对严峻的挑战提出了相应建议。

In recent years,events such as Sino-US trade friction and the outbreak of the COVID-19 have broken the balance of the coordinated development of the semiconductor industry and hindered the sustainable and healthy development of the industry.In this new international situation,this article explores the current challenges of the integrated circuit industry based on data from government departments,industry associations,consulting companies,and corporate annual reports.It demonstrates that the use of imposing tariffs,export controls,and anti-dumping barriers by the United States has brought pressure to China's integrated circuit industry,including insufficient product supply,blocked technology supply,and compressed profit margins.The direct impact of the COVID-19 on the integrated circuit industry and the impact of industrial policy environment are analyzed.In addition,it also puts forward corresponding suggestions for our country's integrated circuit industry to cope with severe challenges.
