承包商视角的国际工程人员属地化风险动态评价

摘要 为解决国际工程人员属地化风险问题,本文提出基于承包商视角的国际工程人员属地化风险动态评价方法。首先,基于承包商视角识别人员属地化风险因素;然后,分析风险因素间相互关系,梳理风险传导路径,并以此构建系统动力学评价模型;最后,结合国际工程具体案例获取各风险因素数值,确定相关权重系数,对模型进行仿真验证。结果表明:政治法律风险与文化风险水平显著高于其他风险类型,承包商应加强法务与跨文化管理;观念习惯差异、语言沟通障碍等为关键风险因素,需重点防范。模拟结果与项目实际情况相符,该模型具备实用价值,研究结果可为国际工程人员属地化风险评估与防范提供实践指导。 In order to solve the problem of workforce localization risk in international engineering,this paper proposes a dynamic evaluation method based on contractors’perspective.Firsly,identify factors of workforce localization risk based on the contractors’perspective.Then,analyze the relationship between risk factors,sort out the risk transmission pathways,and construct a system dynamics evaluation model based on this.Finally,this paper obtains the value of each risk factor combined with a specific international engineering project to determine the relevant weight coefficients,and the model is verified by simulation.The results show that the level of political and legal risks and cultural risks are significantly higher than other risk types,the contractor should strengthen legal affairs and cross-cultural management.Differences in concepts and habits and language communication barriers are the key risk factors that need to be guarded against.The simulation results are consistent with the actual situation of the project,and the model has practical value.The research results can provide practical guidance for the assessment and prevention of workforce localization risks in international engineering.
