高校消防安全风险辨识与对策研究

Study on risk identification and countermeasures of university fire safety

目前,我国高校消防安全管理制度落后、责任不清、资金不足、消防安全意识淡薄且缺乏专业的消防安全人才,导致高校火灾事故频发。为解决我国高校消防管理及安全隐患问题,文中统计分析了近10年我国高校典型火灾事故案例,通过识别主要火灾风险因素和重点部位,剖析了高校消防安全管理工作存在的问题。从消防安全管理制度、消防资金投入、消防人员专业能力及宣传教育等方面提出对策措施,有助于高校消防安全管理工作更具体化和规范化,对有效控制火灾、减少火灾损失及保障师生生命安全等具有一定的意义。

At present,the fire safety management system is backward,unclear responsibility,insufficient funds and weak awareness of fire safety.Because personnel for professional fire safety in colleges and universities is lack,frequent fire accidents are led in colleges and universities,In order to solve our country university fire management and hidden danger of safety problems,this paper makes statistical analyses of typical fire accident cases in colleges and universities in recent ten years and identifies the main fire risk factors and key parts.The existing problems of fire safety management in colleges and universities are analyzed.Countermeasures are put forward from the aspects of fire safety management system,investment of fire fighting funds,professional ability of fire fighting personnel,publicity and education,the works are of great significance to the effective control of fire fighting,the reduction of fire loss and the protection of life safety of teachers and students.
