摘要
我国高校分类体系划分为研究型、应用型和职业技能型三类,分别处于创新链条上中下游。创新链、产业链、资金链和人才链融合要求高校分类体系实现内在结构关联,以达到科技竞争深化与人才前瞻培养的统筹、人人出彩成才与高校存量优化的嵌合、人才体系构建与服务终身学习的对接。高校分类体系内在结构关联可分解为关联水平、关联规模和关联质量三维向度。政府可以通过制度赋能实现高校分类体系内在结构关联,具体包括以规制性要素确立关联任务,增加高校内在结构关联力度;以规范性要素培育关联能力,拓展高校内在结构关联深度;以文化-认知性要素提升关联意愿,强化高校内在结构关联韧度。
China's higher education insititutions(HEIs)classification system is divided into three types:research-oriented,application-oriented and vocational skills-oriented colleges and universities,which are in the upper,middle and lower part of the innovation chain respectively.The deep integration of innovation chain,industrial chain,capital chain and personnel chain requires the classification system of HEIs to realize internal structural connection,so as to achieve the integration of the deepening of scientific and technological competition and the forward-looking cultivation of talents,the embeddedness of the optimization of the stock of colleges and universities,construction of talent system and the service lifelong learning.The intrinsic structural connection of the HEIs classification system can be decomposed into three-dimensional vectors of association level,association scale and association quality.The government can realize the intrinsic structural linkage of the HEIs classification system through institutional empowerment,including establishing the linkage task with regulatory elements,including the internal structural linkage of HEIs;cultivating the linkage ability with normative elements to expand the depth of the intrinsic structural linkage of HEIs;and enhancing the linkage willingness with cultural-cognitive elements to strengthen the toughness of the intrinsic structural linkage of HEIs.
