从示范区域到区域示范:教育示范区运行优化研究——以智慧教育示范区为例

摘要 教育示范区是一种重要的教育政策推广工具,在推动教育发展和改革方面发挥着重要的作用。本文以智慧教育示范区为例,对其现状与问题进行考察。随着教育工作对智慧化的需求日益增强,教育部办开展“智慧教育示范区”建设提上议事日程。然而,由于“模糊发包”的政策环境,智慧教育示范区建设活动给地方政府带来的风险较高,而激励却不足。因此地方政府选择模仿已有的制度,对示范区建设活动进行拆分。工作主要集中于“示”而忽视“范”,造成“示范关系”的断裂,进而衍生出“示而不范”的难题。为解决该难题,应当强化对智慧教育示范区推广机制的建构,具体而言,应当强化教育示范区的区域辐射能力,以示范区为核心,进一步辐射其所在的城市群,以“区域”为中介工具辐射全国;同时重构教育示范区的“示范关系”,切实促进示范区效能最大化以及立项目标的真正实现。 Education demonstration zone is an important tool for promoting education policy and plays an important role in promoting education development and reform.This paper takes the smarter education demonstration zone as an example to investigate its current situation and problems.With the increasing demand for intelligent education work,the Ministry of Education has launched the construction of"smarter education Demonstration Zone".However,due to the policy environment of"fuzzy contracting",the construction activities of smarter education demonstration zones bring high risks and insufficient incentives to local governments.Therefore,the local government chose to imitate the existing system and split the construction activities of the demonstration zone.The work mainly focuses on"demonstration",but neglects"model",resulting in the rupture of"demonstration relationship",and then derives the problem of"demonstration without pattern".In order to solve this problem,the smarter education demonstration zone should strengthen the construction of the promotion mechanism of the smarter education demonstration zone,specifically,the regional radiation capacity of the education demonstration zone should be strengthened,with the demonstration zone as the core,further radiate the urban agglomeration where it is located,and use the"region"as the intermediary tool to radiate the whole country.Reconstruct the"demonstration relationship"of the education demonstration zone,and promote the efficiency maximization of the demonstration zone and the real realization of the project goal.
