典型可再生能源富集区高质量碳达峰路径研究——以四川省绿色发展示范市雅安为例

Study on High Quality Path of Carbon Peaking in Typical Renewable Energy Rich Areas——Taking Ya'an,a Demonstration City for Green Developmentin Sichuan Province,as an Example

本文以雅安市为例,对雅安市碳达峰具备的条件、面临的挑战、2030年前碳排放特征进行分析研究发现:雅安市未来碳排放具有增量小、强度低、达峰晚的特点,碳达峰路径区域特征显著。在此基础上提出雅安市高质量碳达峰路径对策建议,建议雅安锚定绿色发展示范市定位,统筹近期与远期、“加法”与“减法”、供给侧与需求侧、“存量”与“增量”,优化产业结构和能源配置,培育壮大生态低碳经济,健全完善节能降碳体制机制,积极探索符合生态环境资源赋特征、工业化城镇化阶段的高质量碳达峰之路,夯实四川省碳中和先行市基础。

Taking Ya'an City as an example,this paper analyzes the conditions,challenges and carbon emission characteristies of it before 2o3o,and concludes that the carbon emissions of Ya'an City in the future has the characteristics of small increment,low intensity and late peak arrival.and the regional characteristics of the carbon peaking path are significant.On this basis.countermeasures and suggestions are proposed for the high quality path of carbon peaking in Yaan City.It is suggested that Yaan anchors itself as a demonstration city of green development.coordinates the short-term and long-term.addition and subtraction,supply side and demand side,stock and increment.optimizes the industrial structure and energy allocation,cultivates and expands the ecological and low-carbon economy,and improves the system and mechanism of energy conservation and carbon reduction.Actively exploring ways to high-quality path of carbon peaking in line with the characteristics of ecological,environmental and resource endowment and in the stage of industrialization and urbanization,Ya'an City will be consolidated the foundation of carbon neutrality leading city in Sichuan Province.
