摘要
面向2050年建设高素质公务员队伍,核心是建设一支使命驱动、战略导向、人才引领的公务员队伍,需立足长远和现代化进程,前瞻性思考、战略性谋划、高质量推进。本文基于战略性人力资源管理提出的实现路径包括长远规划,培养面向未来的治理人才;深化分类管理改革,持续提高公务员专业化水平;选贤任能,构建公务员多渠道多赛道流动机制;强化正向激励,物质与非物质激励双维驱动。
Building a high-quality civil service workforce for 2050 entails the developmentof mission-driven,strategyoriented,and talent-led civil servants.Looking ahead to 2050,and with the anticipation that China will occupy a prominent position on the world’s center stage,it’s crucial to develop a civil service workforce capable of shouldering the mission of national rejuvenation.This requires forward-looking insights,strategic planning,and a commitment to high-quality advancement.Based on strategic human resource management,this article outlines pathways to achieve this vision:embracing a long-term approach to planning and fostering a conducive environment for the growth of governance talent for the future;deepening classified management reforms to consistently enhance the professionalism of the civil servants;selecting officials based on ability and merit,and establishing a multi-faceted mobility system for civil servants,encompassing multiple channels and varied career tracks;strengthening positive incentives,driven by both economic and non-economic rewards.
