Achievements,Experience and Prospect of Oil and Gas Cooperation along the the Belt and Road

“一带一路”倡议提出以来,油气合作取得了一系列丰硕成果,带动了跨国能源基础设施互联互通,巩固了合作基础,构建了双多边合作交流平台,实现了政策对接,树立了民心相通良好形象。合作成功的主要经验包括:坚持与东道国战略对接,推动构建能源利益共同体;坚持互利共赢,重视反哺当地和文化融合;国际化运作和专业化管理运营合作项目;坚持本地化运营,支持当地可持续发展。当前情况看,国际政治、经济和安全形势复杂多变,能源行业低碳化清洁化发展为大势所趋,“一带一路”油气合作面临新的机遇和挑战。展望未来,需要注重“沿带”“沿海”“沿线”和“沿边”区域的合作开发;坚持统筹协调、各有侧重的“一区域一策”的区域合作策略;加强政策沟通,拓展合作内容,推动“一带一路”油气合作再上新台阶。

Since the Implementation of the Belt and Road Initiative,the oil and gas cooperation has driven the interconnection of transnational energy infrastructure,consolidated the foundation of cooperation,built a bilateral and multilateral cooperation and exchange platform,achieved policy docking,and established a good image of people-to-people connectivity.Successful experiences of cooperation include:adhering to strategic alignment with the host country and promoting the construction of an energy interest community,adhering to mutual benefit and win-win situation,nurturing local and cultural integration,operating projects through international and professional management,adhering to localized operations and supporting local sustainable development.Looking ahead,the international political,economic and security situation is complex and volatile,the development of low-carbon and cleaner energy industry is the general trend,and the Belt and Road oil and gas cooperation is facing new opportunities and challenges.China needs to focus on regional cooperation and development,adhere to overall coordination,strengthen policy communication,expand the content of cooperation,and promote the Belt and Road oil and gas cooperation to a new level.
