城市社区风险治理响应机制概念模型及评价指标体系构建:一个安全韧性释义

Concept Model of Risk Administration Response Mechanism in the Urban Community and Indicator System:A Security Resilience Explanation

随着城市化进程的不断加速,诸多脆弱性风险致因及社区整体安全问题对现有的城市社区风险治理模式提出了挑战。社区安全韧性理念赋予城市社区风险治理模式转型以新的机遇,也使如何在新形势下通过社区安全韧性治理来促进社区整体安全成为政策要点。文章在厘清城市社区安全韧性与评价体系理论的基础上,提出建立社区安全韧性治理响应机制是推动社区安全治理的新路径;并根据“驱动力-压力-状态-影响-响应”模型框架,从安全韧性层面切入城市社区风险治理响应机制的视角进行探析;建立相应的评价指标体系,指出社区安全韧性治理提升方向。

With the accelerating urbanization process,many vulnerable urban community risks and community security issues pose challenges to existing urban community risk administration models.The concept of community security and resilience has given new opportunities for urban community security risk management transformation,and how to promote community overall security through community security and resilience governance in the new situation.On the basis of clarifying the theory of urban community security and resilience and evaluation system,it is proposed that the community security and resilience governance mechanism is a new mechanism to promote community security governance and based on the“Drivingforces-Pressure-State-Impact-Response”model framework,from the perspective of security resilience.It cuts into the perspective of urban community risk governance response mechanism and analyzes it,establishes corresponding indicator system,and comprehensively analyzes the basic situation and improvement direction of community security and resilience governance.
