制度赋权、技术赋能与社区能动治理——中国式社区治理的三元里经验及其实践逻辑

Institutional Empowerment,Technological Application and Community Proactive Governance:Sanyuanli Experience and Practical Logic of Chinese Community Governance

社区治理情境复杂多变与社区治理能力有待优化的现实张力要求社区治理创新发展,党建引领和数据驱动成为创新和优化社区治理不可或缺的主导力量。结合既有学理探讨,以广州市三元里社区为研究样本,通过构建“制度—技术”框架提炼社区治理的内在逻辑,即制度赋权下的“核心—组织”逻辑和技术赋能下的“多元—行动”逻辑。从三元里社区的治理实践中发现,通过条块整合、跨界合作、多元参与的组织化治理和数据驱动、算法驱动、需求驱动的粒度化治理,实现了对社区本体、组织群体和居民个体的制度赋权和技术赋能。在这一过程中,以党建引领为核心的制度建构和以数智驱动为核心的技术支持的双重叠加赋能,构建了中国式社区治理实践的未来图景,从而在治理方式、治理结构和治理效能层面实现社区治理智能化、简约化和效能化,促进社区能动治理的生成。

The realistic tension between the complex and changeable scenarios of community governance and the community governance capability to be optimized requires innovative development of community governance,and the leadership of Party building and data driven approach become the indispensable leading forces for innovation and optimization of community governance.Combined with the existing academic discussion and taking Sanyuanli Community as the research sample,this paper tries to refine the internal logic of community governance by constructing the“system-technology”framework.From the governance practice of Sanyuanli Community,it is found that the institutional empowerment and technological application for community,organizational groups and individual residents have been achieved through organizational governance featured with departmental integration,cross-boundary cooperation and multi-participation and data-driven,algorithm-driven,and demand-driven granular governance.In this process,the system construction with the Party building leadership as the core and the technology support with data intelligence as the core have built the future prospect of Chinese community governance practice,thus achieving intelligent,simple and effective community governance in terms of governance mode,governance structure and governance effectiveness,and promoting the generation of community proactive governance.
