推动公共安全治理模式向事前预防转型是当今公共安全治理的发展方向,在船舶通航安全管理中应用公共安全事前预防模式是建设现代安全治理体系的有效环节之一。通过分析影响船舶航行安全的主要因素和海事管理机构在当前船舶通航安全管理中存在的问题,得出事前预防治理模式在避免航行安全隐患和提升管理效能上具有重要作用,并结合实际提出事前预防治理模式在通航安全管理领域中的应用实践,以此推动船舶通航安全管理模式向事前预防转型。

To promote the transformation of public safety governance mode to prevention in advance is the development direction of the present public safety governance,and the application of the prevention mode for public safety in ship navigation safety management is an effective link in building a modern safety governance system.Base on the analysis of the main factors affecting ship navigation safety and the problems existing in the current ship navigation safety management of maritime safety authorities,this paper concludes that the prevention governance mode plays an important role in avoiding potential navigation safety hazards and improving management efficiency,and puts forward the application practice of the governance mode of prevention in advance in the field of general navigation safety management based on the actual situation,in order to promote the transformation of the ship navigation safety management mode to prevention in advance.
