Legislation Progress on International Ships Carrying Industrial Personnel and China's Countermeasures

近日,国际海上人命安全公约(SOLAS)中新增了第ⅩⅤ章,内容是对国际载运工业人员船舶的要求。尝试解读公约新增章节,分析我国航行载运工业人员船舶立法实践与现状,阐述立法的紧迫性与必要性,从“船舶”“人员”和“航运企业”三个维度提出进行立法转化的思路。

Recently,a new Chapter XV has been inserted in the International Convention for Safety of Life at Sea(SOLAS)concerning the requirements for international ships carrying industrial personnel.The author attempts to interpret the new chapter of the Convention and analyzes the practice and current situation of the legislation on ships carrying industrial personnel in China.The paper also elaborates the urgency and necessity for relevant legislation,and puts forward the approach for legislative transformation from the three dimensions of ship,crew and shipping company.
