天津地区住院医师规范化培训项目绩效评价指标体系构建

Construction of a performance evaluation index system for standardized resident physician training programs in Tianjin

目的:构建住院医师规范化培训项目绩效评价指标体系,为天津市住院医师规范化培训规范完善提供参考依据。方法:采用德尔菲法进行两轮专家函询,确定了包含4个一级指标(预算指标、产出指标、效益指标、满意度指标)、8个二级指标和31个三级指标在内的指标体系,并采用层次分析法进行权重的计算。结果:两轮问卷均达到了100.0%的有效回收率,专家权威系数为0.81,高于0.7,专家回答问卷的积极程度较高,研究结果较为可信,两轮问卷咨询后专家达成一致意见,最终形成包括4个维度31个三级指标的住院医师规范化培训项目绩效评价指标体系。结论:评价指标体系对住院医师规范化培训的调整和完善具有一定的现实指导意义,但也要视具体情况对评价指标体系进行动态调整,以切实反映住院医师规范化培训效果。

Objective:Construct the performance evaluation index system of standardized training programs for resident doctors,and provide a reference for the improvement of standardized training standards for residents in Tianjin.Methods:Two rounds of expert correspondence using the Delphi method were conducted to determine an indicator system containing four primary indicators(budget indicators,output indicators,benefit indicators,satisfaction indicators),eight secondary indicators and 31 tertiary indicators,and the weights were calculated using hierarchical analysis.Results:Both rounds of questionnaires achieved a valid return rate of 100.0%,and the authority coefficient of experts was 0.81,which was higher than 0.7.The experts answered the questionnaires positively,and the research results were more credible.The experts reached a consensus after two rounds of questionnaire consultation and finally formed a performance evaluation index system for the residency standardized training program that included 31 three-level indicators in four dimensions.Conclusion:The evaluation index system has certain practical guiding significance for the adjustment and improvement of standardized training for resident doctors,but it is also necessary to dynamically adjust the evaluation index system according to the specific situation to effectively reflect the effect of standardized training for resident doctors.
