2023年以来,在以习近平同志为核心的中共中央的坚强领导下,我国经济社会全面恢复常态化运行,整体回稳向好,市场需求逐步恢复,经济运行实现良好开局。但新冠疫情给经济社会带来的“疤痕效应”仍然存在,需要解决包括需求不足、劳动力市场就业复苏不充分、民营企业经营状况不佳、供应链中断风险、提振经济发展信心等一系列问题。该文建议,应进一步落实“从战略全局出发,抓主要矛盾,从改善社会心理预期、提振发展信心入手,抓住重大关键环节,纲举目张做好工作”的总体要求,统筹好当前宏观政策与跨周期调节的协调配合,防范化解重点领域风险,加快经济平稳恢复。
