On the Exercise of Leadership Functions of Party Organizations in Primary and Secondary Schools

教育是党之大计,国之大计。加强党在基础教育中的领导地位,是落实立德树人根本任务、坚守“为党育人、为国育才”教育使命的本质要求,也是办好人民满意的教育的根本保证。中国特色社会主义进入新时代,基础教育领域的主要矛盾发生历史性变革,党组织治理能力亟须与时俱进地进行调整,才能实现以党组织引领基础教育治理体系的深刻变革。新时代实现基础教育治理的优化,必须实行党组织领导的校长负责制,进而发挥好党组织“把方向、管大局、作决策、抓班子、带队伍、保落实”的作用,从而建立以党组织为核心的基础教育治理新结构,实现新治理体系下党组织角色前置,构建基础教育高质量发展体系。

Education is a major plan of the Party,and a major plan of the country.Strengthening the Party’s leading position in basic education is an essential requirement for implementing the fundamental task of fostering virtue through education and adhering to the educational mission of“educating people for the Party and educating talents for the country”.It is also a fundamental guarantee for providing education that satisfies the people.For a long time,China’s basic education field has implemented a system of principal responsibility under the leadership of the Party.The leadership role of the Party has been brought into play,and Chinese education under the leadership of the Party has developed greatly.Socialism with Chinese characteristics has entered a new era,and the main contradictions in the field of basic education have undergone historic changes.The governance capabilities of Party Organizations must be adjusted to keep pace with the times in order to achieve profound changes in the basic education governance system with Party Organizations leading the way.To optimize the governance of basic education in the new era,we must implement the principal responsibility system under the leadership of the Party Organization,and then give full play to the role of the Party Organization in“setting the direction,managing the overall situation,making decisions,grasping the leadership,leading the team,and ensuring implementation”,so as to establish a new structure for basic education governance with Party Organizations as the core,realize the role of Party Organizations in the new governance system,and build a high-quality development system for basic education.
