2018—2022年黑龙江省专利申请情况分析

Analysis of Patent Applications in HeilongjiangProvince from 2018 to 2022

为深入掌握黑龙江省专利申请基本情况,采用文献研究法和统计分析法对2018—2022年黑龙江省的专利申请情况进行分析,发现存在专利管理服务滞后,专利申请意识较淡薄,专利快速预审通道启动晚,覆盖IPC分类号较少,科研课题技术含量较低,产生专利的可能性较小等问题,为此黑龙江省应通过在科研工作中提高对专利申请的重视程度,坚持专利优先的业绩评价与激励机制,提高科研技术含量,增加专利申请量,保证专利质量,加大专利代理人员队伍建设,提高专利代理质量,加快黑龙江省知识产权保护中心的建设工作,扩展专利预审通道覆盖领域等路径,推动黑龙江省科技成果高质量转化。

In order to grasp the basic situation of patent applications in Heilongjiang Province,the study analyzes the patent applications in Heilongjiang Province with the literature research method and statistical analysis method from 2018 to 2022.It is found that there are some problems,such as lagging patent management service,weak patent application awareness,late start-up of patent rapid pre-examination channel,fewer IPC classification numbers,low technical content of scientific research topics,and less possibility of patent generation,etc.Therefore,Heilongjiang Province should pay more attention to patent application in scientific research,adhere to the performance evaluation and incentive mechanism of patent priority,improve the technological content of scientific research,increase the number of patent applications,ensure patent quality,increase the construction of patent agency personnel,improve the quality of patent agency,and speed up the construction of intellectual property protection center in Heilongjiang Province,expand the coverage areas of patent pre-examination channels,etc.,so as to promote the smooth transformation of scientific and technological achievements in Heilongjiang Province.
