摘要
随着科技的发展,我国在世界范围内逐步形成了国际科技合作新格局,这促进了科技进步,特别是在促进经济发展、提高综合国力等方面成效显著。经过多年的发展,形成了多边、双边、官方、民间等多种国际科技合作方式,构建了多层次、多渠道、全方位的国际科技合作交流框架。需掌握国际科技合作特点,解决其中存在的问题,有效提升国际科技合作效率,巩固合作成果,以促进科研机构在健全运行管理机制及培育研究人才等方面的优化升级。
China has gradually formed a new pattern of international scientific and technological cooperation in the world,which has promoted scientific and technological progress,especially economic development and improving comprehensive national strength.After years of development,multilateral bilateral,official and non-governmental,forms of international science and technology cooperation have been formed,and a multi-level,multi-channel and all-dimensional framework for international science and technology cooperation and exchange has been established.It is necessary to master the characteristics of international scientific and technological cooperation,solve the problems in it,effectively improve the efficiency of international scientific and technological cooperation,consolidate the achievements of cooperation,and promote the optimization and upgrading of scientific research institutions in improving the operation and management mechanism and cultivating research talents.
