探讨高速公路维修养护工程招标管理工作,对我国交通事业发展具有较现实的意义。高速公路维修养护管理具有强制性、及时性、专业性、复杂性、全面性、广泛性等特点,可以从筹集维修养护资金、制定招标流程、确定评标方式、监督工程招标过程等环节对招标管理流程进行完善。招标单位要强化负责人责任制度与行政责任追究制度,落实书面的标书报告制度、招标批准制度、招标公示制度与招标信誉管理制度,助力维修养护工作向制度化、标准化方向发展。应成立评标委员会,秉承公平、公正、公开的原则,排除和避开利害关系。完成竞标后,招标方需与承包方签订施工合同、工程质量目标责任书、施工安全责任书、环保协议等,强化招标单位的监管职能,打造良好的招标管理市场环境。
