摘要
为针对当前青少年溺水问题的严重性和复杂性,通过建立多元化、协同化的防溺水机制,有效预防和减少青少年溺水事故的发生。该文采用文献资料法、专家访谈法、逻辑分析法等研究方法,在综合分析青少年溺水事故的现状和成因基础上,深入探究青少年溺水事故的心理、行为和环境等因素,探索青少年防溺水机制的构建和实施路径,建立和形成系统的宣传教育机制、督导检查机制、联合劝导机制、应急处置机制和责任追究机制等多元联合防溺水预防机制,并从政策支持、教育宣传、加强监管、加强救援体系建设和加强青少年游泳技能培训等方面,探讨多元联防机制的实施路径,为构建青少年溺水多元联防机制提供科学依据和理论支持,以期提高青少年的安全意识和自我保护能力,保障青少年的生命安全。
In order to address the severity and complexity of the current drowning problem among young people,a diversified and collaborative drowning prevention mechanism is established to effectively prevent and reduce the occurrence of drowning accidents among young people.Using research methods such as literature review,expert interviews and logical analysis,bases on the comprehensive analysis of the current situation and causes of drowning accidents among young people,this paper deeply explores the psychological,behavioral and environmental factors of drowning accidents among young people,explores the construction and implementation path of the drowning prevention mechanism for teenagers,establishes and forms the systematic multiple joint drowning prevention mechanism of the publicity and education mechanism,supervision and inspection mechanism,joint persuasion mechanism,emergency response mechanism and accountability mechanism,and discusses the implementation path of the multiple joint prevention mechanism from policy support,education and publicity,and the strengthening of supervision,rescue system construction and swimming skill training for teenagers,so as to provide scientific basis and theoretical support for the construction of the diversified joint prevention mechanism for drowning among young people,improve the safety awareness and self-protection ability of adolescents,and ensure their life safety.
